Council-Endorsed Affordable Housing Project Approved
A 72-unit affordable housing development in Castro Valley that the Bay Area Council endorsed won approval from the Alameda County Board of Supervisors. The project by nonprofit builder Eden Housing will transform an underutilized site near public transit into affordable housing for households earning between 20-60 percent average median income. Over 60 percent of the site is also dedicated to parks and open space.
The project overcame significant local opposition, with supervisors citing the need to comply with the Housing Accountability Act (HAA) as a factor in their decision. Under reforms the Council supported, the HAA was strengthened in 2017 to speed up infill housing approvals and limit the restrictions cities can impose on new housing.
