Emily Loper

Emily Lubin Loper is a Vice President of Public Policy at the Bay Area Council, where she leads the Council’s transportation policy portfolio. She originally joined the Council in 2014, and remains inspired by its mission to make the Bay Area the best place to live, work, and move around.

In 2018, she advocated for the successful passage of Regional Measure 3, a $4.5 billion plan to invest in transportation projects across the Bay Area, and led the advocacy to secure significant capital and operating funding for the expansion of regional ferry service. She has also worked with state and local agencies to support the growth of new transportation technologies and services to complement public transit systems and improve regional mobility.

Prior to rejoining the Bay Area Council, she was the Vice President of Public Policy for Bay Planning Coalition, where she led the organization’s policy and regulatory strategy for transportation, environmental and land use issues facing the San Francisco Bay and shoreline. Loper also has experience working in federal and local legislative offices for Senator Dianne Feinstein on Capitol Hill and then-Supervisor David Chiu in San Francisco City Hall.

Loper received a Master of Public Administration degree from the USC Price School of Public Policy, where she was a Dean’s Merit Scholar, and received her BA in Political Science and International Relations from UCLA. An East Bay native, she lives in Oakland with her husband and two young children.
